分論壇一——廣東省知識產權十五五規劃閉門研討會

廣東省市場監督管理學會與廣東中策知識產權研究院作為廣東省知識產權“十五五”規劃共同編制單位，特策劃本次交流會，廣邀專家，圍繞“十五五”時期廣東知識產權發展的關鍵領域、核心議題和重大舉措進行深入研討，為規劃的科學編制提供堅實的智力支撐和實踐參考。

分論壇二——鋰電池行業的知識產權博弈：全球沖突與中國企業的破局之路

全球鋰電池技術國際沖突加劇，德國法院連續發布禁令，國內競爭也日趨激化。中策聯合中國專利保護協會鋰電專委會共同發起本次專業研討。

邀請歐洲法律專家、企業代表、知識產權與競爭法學者、司法審判專家等深入探討中國企業應對國際訴訟的有效策略，構建專利防御與技術創新并重的生態體系的可行路徑，為中國鋰電池產業在全球化競爭中實現突圍提供思路。

分論壇三——加速綠色技術轉移，化解IP沖突

在全球碳中和目標下，綠色技術（清潔能源、循環經濟、碳捕集等）已成為轉型核心，但技術轉移面臨嚴峻的專利壁壘與IP糾紛。

本次研討研討邀請企業代表、WIPO綠色技術專家、仲裁調解專家等聚焦"綠色專利"訴訟強勢與發展中國家維權弱勢的顯著差異。探討加速綠色技術轉移的路徑。為創新糾紛解決機制，包括采用仲裁與調解的ADR方案、構建低碳技術專利池等，最終建立兼顧創新激勵與技術普及的"綠色IP"協作生態。

分論壇四——新能源汽車標準必要專利（SEP）的挑戰與協作路徑

隨著新能源汽車行業的迅猛發展，關鍵技術領域對標準必要專利(SEP)的依賴日益加深，由此引發的專利許可糾紛也日趨頻繁，特別是傳統車企與通信/電子企業之間的許可沖突不斷升級。聚焦海外訴訟和許可最新動態、全球技術標準不統一導致的許可費率爭議、FRAND原則適用性分歧，以及跨行業許可規則缺失等問題展開研討。以形成SEP對新能源汽車產業的影響與應對策略；推動跨行業（汽車、通信、法律）對話，形成許可協作機制；為政策制定者提供標準化與知識產權保護的參考建議。

Forum I – Closed-Door Workshop on Guangdong's 15th Five-Year Intellectual Property Plan

As co-drafting units of Guangdong Province's Intellectual Property "15th Five-Year Plan," the Guangdong Administration for Market Regulation Society and CSIIP have specially organized this exchange conference. We extensively invite experts to conduct in-depth discussions on key areas, core issues, and major initiatives for Guangdong's intellectual property development during the "15th Five-Year Plan" period. This aims to provide robust intellectual support and practical references for the scientific formulation of the plan.

Forum II – IP Battles in Lithium Batteries: Global Conflicts and China’s Breakthrough Strategies

Global lithium battery technology international conflicts are intensifying. German courts have issued successive injunctions, while domestic competition is also growing increasingly fierce. Co-hosted by CSIIP and  the Lithium Battery Committee of China Patent Protection Association, this professional symposium has been jointly launched. This roundtable gathers:

● Chinese industry representatives
● IP scholars
● Judicial experts

Topics include:

? Effective tactics for Chinese enterprises facing international litigation;
? Strategies for industry collaboration;
? Building a dual-focused ecosystem of patent defense and technological innovation;

Forum III – Accelerating Green Tech Transfer: Resolving IP Conflicts

Green technologies (clean energy, circular economy, carbon capture, etc.) are central to global carbon neutrality goals, yet tech transfer faces patent barriers and IP disputes. This session convenes:

Industry leaders
WIPO Green Technology experts
Arbitration/mediation specialists

Key discussions:

Addressing the disparity in "green patent" litigation power between developed and developing nations;
Mechanisms to accelerate green tech transfer;
Innovative dispute resolution (e.g., ADR, arbitration, mediation);
Establishing low-carbon patent pools;
Creating a collaborative "Green IP" ecosystem that balances innovation incentives and technology accessibility.

Forum IV – SEP Challenges in New Energy Vehicles: Collaborative Solutions

As the NEV industry surges, reliance on Standard Essential Patents (SEPs) has triggered frequent licensing disputes—especially between traditional automakers and tech/communication firms. 

This forum examines:

Latest overseas litigation and licensing trends;
FRAND fee disputes caused by fragmented global standards;
Cross-industry licensing rule gaps.

Goals:

Analyze SEP impacts on NEVs and propose countermeasures;
Foster dialogue among auto, tech, and legal sectors to build licensing frameworks;
Provide policymakers with standardization and IP protection recommendations.
